About this tool
Turning an image into a PDF is what most forms, schools and employers mean when they ask you to "send the document". A PDF has a fixed page size, opens identically everywhere, and can hold several photos in one file — a passport and a visa page, or both sides of a receipt.
The PDF is assembled in your browser. Each image is placed on its page at the largest size that fits, keeping its aspect ratio, and the file is written directly to your download folder. Nothing is uploaded, which matters more here than usual: the documents people convert to PDF are passports, bank statements and contracts.

Frequently asked questions
How do I combine several photos into one PDF?
Add each image in turn; every one becomes a page in the order listed, and you can reorder or remove pages before you export. Then download a single PDF containing all of them.
Will the PDF be huge?
Each page holds a JPEG-compressed copy of the image, so the PDF is roughly the size of the images inside it. If a scan of a document is unnecessarily large, compress or resize it first — 1500 px on the long edge is plenty for A4 text.
Is the text in my scanned document searchable?
No. This creates an image-based PDF, which looks identical but has no text layer. Turning a photo of text into searchable text requires OCR, which is a different job and is not done here.
Which page size should I pick?
A4 for anything going to an address outside the United States and Canada; US Letter within them. For a photo that will only ever be viewed on screen the choice barely matters.
